Job Context

  • Swisscontact is inviting applications from development professionals for the position of Manager-Monitoring, Results Measurement (MRM) for BMMDP Phase II Project. The main objectives of the project are to develop a conducive policy environment for climate-sensitive microinsurance to stimulate climate-sensitive, client-centric, and commercially viable microinsurance products/services; to improve the support service market through enhanced capacity of various support service actors (Public/Private Insurance companies, Technology Solution providers, etc); and to increase mass awareness and understanding of potential beneficiaries among low-income households to encourage demand for climate-resilient microinsurance products. This is mandated by the Swiss Agency for Development and Cooperation (SDC) and the second phase envisions fostering inclusive growth in the agriculture and livestock sector in Bangladesh through agriculture and livestock insurance along with risk-reducing embedded extension services. Swisscontact is acting as the Managing Agent (MA) of the project and wants to have a better understanding of the microinsurance market with particular focus on agriculture and livestock and to come up with systemic interventions.

  • Contract Duration: 1 year initially. The contract will be extended based on performance until the end of the project (July 2027).
  • Place of Work: Dhaka, Bangladesh with regular visits to field locations.
  • Working Conditions and Environment: This will be applicable according to the Swisscontact Bangladesh Business Administration Manual.

Job Responsibilities

  • Support the Team Leader and other team members to implement the project as per the donor mandate.
  • Contribute to planning, budgeting, monitoring & evaluation and documenting of project interventions.
  • Lead preparation of partnership strategies, concept notes, and intervention plans.
  • Lead implementation of activities on the ground and support the Team Leader on strategic decision-making based on ground realities.
  • Ensure that the project delivers all desired targets on time and with quality.
  • Establish and operationalise performance management framework for monitoring and overseeing various project components in coordination with the implementing partners.
  • Develop and operationalise results chain, monitoring and results measurement plan with partner organisations.
  • Develop and operationalise reporting format for all the components and partner organizations.
  • Develop and operationalise a framework for aggregating quantitative results from the components, analyse the results and present progress to different clients (Donors, Government, etc.) within agreed timeline and format focusing on outcomes.
  • Analyse the quantitative data from implementating partners to assess progress towards acheievement of outcome and prepare progress report for project manager and donors.
  • Lead preparation of MRM plans.
  • Lead development of a knowledge management process to identify the key evidence and lessons learnt from Components.
  • Monitor results measurement through regular visits and coordination with implementing partners.
  • Work closely with the implementation partners and provide strategic guidance to the project partners for smooth implementation of the projects activities.
  • Contribute to knowledge exchange workshops with findings from different components and research studies.
  • Ensure mainstreaming of gender, governance, Disaster Risk Reduction and Conflict Sensitive Project Management. Assist the project team in insurance context monitoring.
  • Support in organising knowledge exchange workshops, identifying global learning events and exposure visits for the public and private institutions and supporting the organisations to participate in these events.
  • Collaborate with other projects within Swisscontact for efficient and effective project implementation and mutual learning.

Educational Requirements

  • Master’s Degree in Economics, Development Studies, Business Administration, Anthropology, Statistics, Mass Communication, or any other relevant disciplines.

Experience Requirements

  • At least 10 year(s)


Additional Requirements

  • Minimum 10 years of progressive professional experience in similar role(s), preferably in NGO/INGO/Projects that apply DCED standards or OCED-DAC criteria for project review and/or apply ISD/MSD approach for project monitoring.
  • Excellent working knowledge of computer applications such as MS Office (Excel, Word, Outlook, Power Point).
  • Ensuring quality and timely monitoring activities in the field; aggregating impact and outreach as per the log-frame targets.
  • Managing field-based monitoring and evaluation officers and ensuring periodic feedback.
  • Ability to manage working relationship with diverse public and private stakeholders is mandatory.
  • Excellent analytical, negotiation, decision-making and problem-solving skills.
  • Preparing additional reports as per project requirements (i.e., enrolment monitoring/employment monitoring/trade specific monitoring report).
  • Operationalising the process of results-based financing within the project by analysing data collected through different monitoring activities.
  • Results-orientated and strong research and reporting skills.
  • Experience in leading strategic and operational planning, budgeting, and monitoring.
  • Experience of working with local, national NGOs and INGOs will be an advantage.
  • Physical Demands: Field visits play a large part in the incumbent’s activities; as such, it is expected that the incumbent is willing and able to take part in such activities as and when needed and sometimes within short notice.
