Job Context

  • Red Cross – Red Crescent (RCRC) Movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is largest humanitarian national organization and part of the RCRC Movement, constituted on 31 March 1973 by the President`s Order No. 26 of 1973 with retrospective effect from 16 December 1971. As an auxiliary to the government in the Disaster Management field, BDRCS provides humanitarian assistance to the vulnerable people over the last 52 years and has undertaken a wide range of activities in humanitarian response, disaster management, health, capacity building and in promoting Red Cross/ Red Crescent ideals and principles.
  • Currently Bangladesh Red Crescent Society is looking for a suitable Bangladeshi national for the following position-
  • Service type: Contractual.
  • Duration of contract: 01 year (with possibility of extension).
  • Department: Disaster Response (DR) Dept.
  • Reporting line : Secretary General, BDRCS in coordination with Director, DR Dep.

Job Responsibilities

  • Overall Responsibilities
  • To facilitate smooth and effective implementation, in coordination with internal/external partners and stakeholders, of humanitarian interventions at camps and for host families.
  • Strategic Role
  • Contribute to developing program strategy to improve the design of existing program and preparing new concept notes, proposals, budgets, planning for new project.
  • Develop programs’ operational strategy and design effective implementation process to increase the program efficiency.
  • Provide technical assistance (strategy development, training, proposal and documents review, tools development) in different contexts.
  • Operational Management
  • Oversee all aspects of implementation and management of the PMO Program interventions through supervising and monitoring the field operation, developing detail implementation plan, different training, and orientation material etc.
  • Develop feedback mechanism; ensure flow of authentic information to assist management to make effective decisions.
  • Regular analysis of budget identify deviation and develop plan for adjustment to establish good efficient financial management.
  • Responsible for managing overall field administration including disciplinary management, logistics, etc.
  • Develop coordination mechanism and ensure close work relationship between operation and other units (M&E, technical team, etc.) to ensure proper services, optimum use of resources and to make appropriate strategic decisions and changes.
  • People management
  • Develop strategic and leadership skills of the team through field visit, hands on coaching, mentoring, effective meeting, proper orientation based on individual and overall need of the program.
  • Develop staffing and capacity development plan through analyzing program targets, need assessment, coordinate with relevant department, and follow up proper execution of the plan.
  • Ensure employee retention and succession plan at different level of staff and promoting gender diversity.
  • Safeguarding
  • Ensure the safety of team members from any harm, abuse, neglect, harassment, and exploitation to achieve the program’s goals on safeguarding implementation.
  • Act as a key source of support, guidance, and expertise on safeguarding for establishing a safe working environment.
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
  • Coordination
  • Coordinate with internal (Red Cross Red Crescent Movement) and external partners, including Office of RRRC, CiCs, Govt offices, relevant I/NGOS and UN bodies, to facilitate different aspects of the operation e.g. ensure funding, facilitate develop/revision of plan and strategy, obtain endorsement etc.
  • Coordinate with relevant departments at NHQ, Dhaka.
  • Coordination with MRRO, Cox’s Bazar Red Crescent Unit (Branch),Volunteers and Cyclone Preparedness Programme (CPP).
  • Represent in different forums, meetings and other relevant events at different levels.
  • Reporting
  • Ensure operational reports are generated, evaluated, monitored, and shared with management and other stakeholders timely and accurately.

Educational Requirements

  • Minimum a Bachelor Degree but Master’s will be preferred.


Additional Requirements

  • Age 50 to 62 years
  • Age Limit: 50 to 62 years (may be relaxed in case of potential candidates).
  • Twenty years’ working experience with Development Sector/ National NGO/ International NGO/ Government/ Semi Government Organizations.
  • Minimum ten years experience as Director/ Deputy Director/ Senior Manager level especially of leading any big project/ operation.
  • Experience of working in humanitarian emergencies, complex crisis or conflict situations.
  • Skills and abilities:
  • Excellent interpersonal, leadership, communication with English and staff management skills.
  • Working with different groups and nationalities.
  • Sound analytical and influencing skills.
  • Ability to multi-task and cope with competing demands under tight deadlines, identify priority activities and assignments, adjust priorities as required.
  • Common understanding on PGI/PSEA issues, CEA mechanism including other cross-cutting issues.
  • Strong initiative and self-motivated, with a strong commitment to humanitarian principles.
  • Computer skills on MS word (English and Bangla), Excel, Power point.
  • Flexibility (e.g. working beyond office hour as needed).
  • Personal qualities:
  • Adhere to the 7 fundamental principles and values of Red Cross and Red Crescent movement
  • Act at all times in accordance with the Code of Conduct and strong ethics with an ability to manage confidential data.
  • Ability and willingness to travel and stay in the field.
  • Ability to work in a multi-cultural environment.
  • Ability to work independently as well as in a team.
  • Ability to influence, communicate, co-operate and negotiate with a wide range of people and organizations.
  • Self-supporting in computers (Windows, spreadsheets, Word, internet)
  • Analytical skills, results-oriented, listening skills, cultural sensitivity, flexibility & adaptability, teamwork and interpersonal skills.
  • Report writing capacity.
  • Red Cross and Red Crescent Movement experience with meeting competencies to perform responsibilities as stated above will be considered added value.
  • Ability to adapt various concepts and tools to the environment and needs of the relevant National Society
  • Commitment to perform any other responsibilities, as when as assigned by authority beyond this JD.
