Job Context

  • Dhaka Ahsania Mission (DAM) is a non-government development organization founded in 1958 by Khan Bahadur Ahsanullah, an eminent educationist, reformer, and Sufi with the aim of social and spiritual development of entire human community. DAM has been contributing for the betterment of the disadvantaged population through operating 35 institutions and also 8 sectors of development. Health Sector is one of the core sectors of DAM which has also been operating 7 institutions and 15 donor funded projects.
  • DAM Health Sector is going to recruit a competent and self-motivated individual for the position of Outlet Manager of “Prioritized HIV Prevention and Treatment Services for Key Population in Bangladesh” Project implemented by Dhaka Ahsania Mission (DAM), funded by Global fund and principal recipient by Save the Children.

Job Responsibilities

  • A. Management
  • Ensure support including management of logistics (Condom, IEC/BCC materials, HTC kits, STI drugs, etc.) to Outlet team members for smooth implementation of the Outlet activities;
  • Develop and ensure timely sending of logistics requisition e.g. HP, condoms, etc.;
  • Facilitate regular update of mother list and social marketing of condoms;
  • Ensure rest and recreation facilities for the FSWs and MARAs as well as child friendly environment at Outlet level;
  • Ensure HTC for MARA and partners of female sex workers through creating enabling environment during the service day;
  • Make sure Outlet available with all relevant documents/guidelines/SOPs, etc. and make clear understanding of team members;
  • Ensure Outlet branding as per guideline;
  • Make sure overall arrangement including required reports and records to face visitors from LFA, CCM, PR, SR, SSR management;
  • Recognize, notify and mitigate any harassment with FSWs/Outlet and outreach staff in consultation with Program Specialist in respective Dhaka Ahsania Mission Consortium sites;
  • Make sure appropriate planning and execution of planned events;
  • B. Coordination, Collaboration and Advocacy
  • Identify referral service organization based on the need of beneficiaries and develop MoUs as required to ensure required services;
  • Build good rapport with the GO/NGOs and other stakeholders to ensure support services towards FSWs and MARAs as well as clients of sex workers which are not available at DIC/Outlet level;
  • Put HIV as agenda of local level coordination meeting and participate regularly e.g.;
  • DC office coordination meeting, CS office coordination meeting, UH&FPO office meeting, etc.;
  • Maintain functional networking and liaison with the local stakeholders;
  • Conduct/assist in analysing local stakeholders’ and prepare plan for regular/periodic sensitization and advocacy events;
  • C. Monitoring and Supervision
  • Conduct regular monitoring of activities and supportive supervision to the team members for ensuring highest quality HIV prevention service delivery;
  • Conduct weekly/monthly meeting with the team members to know about the program performances and difficulties to address;
  • Pay monitoring visits at outreach and conduct exit interview with the beneficiaries to ensure high quality service;
  • Review reports, records and physical verification of all stocks and provide feedback;
  • Analyse Outlet performance and make team understand about the next steps/work plan and ensure continuous support to achieve result;
  • Ensure use of monitoring checklist during paying monitoring visit at outreach/Outlet activities;
  • Ensure targeting the targets if there are found positive case or getting STI cases high;
  • Oversee clinical services for quality execution at Outlet and satellites;
  • Pay monitoring on PSM using check list;
  • Make sure proper supervision of correct and appropriate data upload to CIS by SACMO;
  • Ensure compliance issues as monthly meeting agenda e.g. child safeguarding policy, terrorist financing, sex trafficking, etc. and keep evidence of discussion in the meeting minutes;
  • D. Capacity Building and HR Management
  • Assist Program Officer to explore areas for further capacity building of Outlet and outreach staff and provide on-the-job training;
  • Conduct training for Volunteers and POWs as necessary and do follow up of training outcome;
  • Ensure participation of team members based upon having training/workshop invitation from PR or SR representative;
  • Initiate OJT for the lay providers;
  • Ensure OJT for SACMO on CIS data upload;
  • Hire community organizers, guard/ayahs/cleaners, etc. following the HR policy of SR/SSRs;
  • Conduct skill mapping of Outlet team members and ensure annual performance appraisal;
  • Orient child safety policy to all newly joined staff and keep records
  • E. Technical;
  • Make sure clinical services are providing in line with the guideline/SOP;
  • Make sure proper infection prevention is taking place at Outlet level;
  • Make sure Quality Assurance checklist points maintains at Outlet level;
  • Make sure Quality PSM checklist points maintains at Outlet level;
  • G. Generate Innovative Ideas
  • Generate innovative ideas for best utilization of services and manpower based on field experience particularly for GBV, SMC, Legal support, MCH, Achieving HTC targets, partners HTC, service for MARA, etc. and based on other need of the beneficiaries;
  • H. Plan, Report and Records
  • Facilitate individual monthly work plan development and coordinate activities;
  • Prepare and facilitate implementation as per event plan and monthly work plan;
  • Maintain/ensure accurate record keeping of various activities using prescribed forms, formats and registers;
  • Ensure proper upload of data to CIS;
  • Prepare/assist in regular and periodic report generation as per the need of the project;
  • Ensure well documentation at Outlet for all sorts of program and clinical events;
  • Ensure attendance register is signed by each Outlet staff daily;
  • H. Safeguarding
  • Support Outlet management on safe guarding trainings/orientation/and regular discussion in the formal meeting of the Outlets;
  • Play role in maintaining rules and regulations applicable at outlet level including Dhaka Ahsania Mission’s safe guarding and code of conduct policy;
  • Act as safe guarding focal at Outlet level and remain connected with the project office level focal; Report when any allegation raises regarding safe guarding and take appropriate measures as per the TOR, provided by SCI.

Educational Requirements

  • Masters in Social Science or any discipline from any reputed university.


Additional Requirements

  • Age at most 45 years
  • Minimum 3 years of experience in development field (Experience in conducting of DIC or Outlet management and HIV Prevention or other health related field is preferable);
  • Basic computer literacy;
  • Excellent organizational and multi-tasking ability, strong communication, report writing, presentation and negotiation skills;
  • Proficient in English (Oral and written).
