Job Context

  • The Opportunity: The Manager – MEAL will perform her/his job under the supervision of Deputy Director- Performance Measurement. As a member of the performance measurement unit, s/he will be responsible for program monitoring, evaluation, accountability and reporting. S/he will prepare a monitoring plan, conduct field monitoring visits and RDQA periodically and share visit findings. S/he will collect, review and will provide necessary guidance to SRs for preparing periodic, annual and project completion report. S/he will compile monthly/periodic performance of SRs/SSRs and share with HIV/AIDS program team. S/he will also be responsible for preparing PU/PUDR and county office reporting including COMPASS. S/he will be responsible for updating the M&E framework, data collection and reporting tools, operational definitions, quality measurement indicators and benchmark for SRs and SSRs for the NFM3 to ensure appropriate data collection, documentation and reporting from the beginning of the program in collaboration with them. S/he will organize M&E team meetings and training for capacity development of SC & partner M&E staff members on monitoring, evaluation and reporting. S/he will provide necessary guidance for effective functioning and improvement of CIS. S/he will ensure close contact and communication with ASP, provide technical support in updating PLHIV profile, the formation of unique ID for KPs, updating DHIS2 data entry platform based on NFM3 and ensure quarterly program performance reporting in DHIS-2 platform by SRs. S/he will also responsible for the effective functioning of the accountable mechanism at the field level and MEAL reporting.

Educational Requirements

  • At least Masters Degree in relevant subject, preferably in statistics/applied statistics/social science/population science/demography/public health or equivalent.

Experience Requirements

  • At least 6 year(s)

Additional Requirements

  • At least 06 years of relevant working experience including 3 years in a managerial position in the area of DQA, program planning, implementation of monitoring & evaluation process with partners in a large complex project.
  • Having experience of working in HIV/AIDS and high-risk populations will get preference.
  • Proven skills in setting indicators, developing M&E plan, tools and system.
  • Excellent managerial and coordination skills to establish efficient working relations and develop a partnership with Government, Development Partners, UN Technical Agencies and NGO officials to contribute in National Response on HIV/AIDS program.
  • Excellent verbal and written communications skills in English and Bangla.
  • Proficient in computer skills of word processing in MS Word, MS Excel spreadsheet, PowerPoint Presentation and thorough practical knowledge on statistical packages like SPSS, etc.
