Job Context

  • Friends in Village Development Bangladesh (FIVDB) has been implementing the Improved relations between Rohingya Refugees and Host Communities by joint protection of the shared environment with Rohingya and Host communities under its Humanitarian Preparedness and Response Program, Cox`s Bazar funded by the German Federal Ministry for Economic Cooperation and Development (BMZ), coordinated by Welthungerhilfe (WHH).
  • The project aims to work with Forcibly Displaced Myanmar Nationals (FDMNs) and Host Communities in Camps 24, 25 and 27, as well as Nhilla Union of Teknaf Upazila through increased social cohesion and safety. The project will set up a community-based protection mechanism for increased awareness of protection problems and improved access to protection services. Furthermore, the project will support FDMNs and Host Community members in assessing the risk in their immediate surroundings and in developing mitigation strategies. The project team will have to work in a very sensitive context in which the project should not lead to further conflicts between the different groups and in which the “Do-No-Harm” principle is essential. Moreover, the team will have to work closely with responsible duty bearers in the area to make sure that the structures created within the project are agreed upon by all actors and thus, can have a lasting impact. The Finance Officer will be seconded to WHH.
  • The project duration is 30 November 2023 and the job is contractual for the project period with a 3 months period of probation. The position will be recruited for implementing the project based at the Cox`s Bazar Office with substantial field activities at different camps and host community at Teknaf.

Job Responsibilities

  • Job Responsibilities:
  • The Finance Officer will be overall responsible for the project Finance and its effective management including financial planning, monitoring, analysis, reporting, strategic discussions and issue based decision making. The Finance Officer will be responsible to support the delivery of a timely and appropriate response to the current crisis that builds strong links to the existing programs in Bangladesh. The specific focus areas of responsibility will include: Donor liaison, financial reporting, negotiation; communication with different units/departments. Provide leadership and coordination in the administrative, organizational planning, accounting and budgeting efforts of the Organization. The Finance Officer will also be responsible to manage the implementation of different projects finance for this specific response of the organization response team. Ensure that project implementation meets the global/organizational standards of emergency responses and donors’ compliance aspects; ensure project financial monitoring mechanism is established and functional to ensure quality implementation and downwards accountability.
  • Duties and areas of responsibility
  • • Budget Follow-up:
  • 1. Prepare and monitor periodic (Monthly/Quarterly) budget variance analysis reports, prepare and revise annual budget as per need,
  • 2. Ensured the expenditure are incurred and booked in accounts respective budget line, follow up and report to Project Coordinator,
  • 3. Review the budget variance (under/Over spent) in the Budget line item.
  • • Books of Accounts & Reporting:
  • 1. Check & ensure all bill voucher, finance documentations are made available on demand,
  • 2. Maintain up-to-date books of account, data entry and preserve all kinds subsidiary registers,
  • 3. Ensure all receipts and follow up of settlements of advances and evidences,
  • 4. Ensure all payments are charged into approved budget line,
  • 5. Ensure timely and properly deduction of supplier’s VAT, TDS and personal Tax, and deposit of taxes timely and preserves the all relevant documents,
  • 6. Ensure fund request, financial report and relevant documents are prepared in time,
  • 7. Maintain all kinds of banking transactions and associated tasks including bank reconciliation,
  • 8. Maintain Tally Accounting Software in Accounting.
  • • Program support and Documentation:
  • 1. Conduct field visit to examine the financial documents, verification, provide feedback and support to financial dealings at all level,
  • 2. Ensure delivery of classified financial data to program and Line Manger,
  • 3. Follow up day to day expenses/financial operation and advice to improving the lack and internal control system,
  • 4. Preserve and maintain filing of all-important financial documents, legal documents, staff financial contract, MOU, third party contract, financial information served to GO body, donor agreements, approved plan & budget, project proposal, bank information and audit reports,
  • 5. Maintain liaison with central administration, finance and human resource departments.
  • • Compliance:
  • 1. Ensure scrutiny of budget request/bills/payment requests and availability of budget,
  • 2. Ensure that all policies and procedures are in compliance with Donor and funding source policies, procedures, agreement clauses, along with organization’s financial policies,
  • 3. Contribute opinion in improving internal control systems, financial discipline, transparency and accountability,
  • 4. Maintain current knowledge of government requirements and ensure compliance with tax regulations and other legal regulations,
  • 5. Review financial monitoring report and follow up the compliance
  • • Fixed Asset:
  • 1. Ensure inventory and identification of fixed assets at office and expatriate location maintaining liaison with Admin Department,
  • 2. Reviews periodically inventory/stock management
  • • Assistance to Auditors:
  • 1. Ensure all financial documentations are made available on demand of auditors,
  • 2. Response to audit queries and observation in consultation with organization’s Manager Finance & Accounts,
  • 3. Support to organization in executing and follow up audit recommendations
  • • Requirement of Donor:
  • 1. Prepare the financial reports/statements maintaining the reporting schedule and provide other need-based financial statement required Donor through consultation with organization’s Manager Finance & Accounts,
  • 2. Ensure the reimbursements are adjusted with proper account,
  • 3. Coordinating with the Organization Head office and as well as donor office in officials relating to financial matters
  • • Others:
  • 1. Attend different project meetings, finance meeting and donor meeting,
  • 2. Attend capacity building training, orientation and events,
  • 3. Specific tasks assigned by organization’s Manager Finance & Accounts,
  • 4. Any other assignments of organization management,
  • 5. Coordinate and cooperate with project staff and finance department for smooth project financial operation

Educational Requirements

  • Master of Business Administration (MBA) in preferred in business study, Accounting, finance
  • CACC (preferable)

Experience Requirements

  • 5 to 7 year(s)

    NGO

  • Prior experience of working in greater Chittagong Division and knowledge.
  • Understanding of local culture.
  • Good behavior with the coworkers
  • Should not be involved in any illegal behavior, such as theft, illegal drug use, intoxication, or violence, are grounds for immediate termination.
