  • JOB PURPOSE: The City Officer is responsible for plan, implement, monitor and manage the overall ARC project activities at the city level, all coordination and communication with city government counterparts for preparing the city project plan and further implementation. He/She will be results-oriented individual with the ability to produce high quality deliverables and manage multiple concurrent tasks
  • Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme`s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so

Job Responsibilities

  • Manage day-to-day ARC project activities, and ensure they align with project expectations and approved global and city work plans. Monitor progress of the project and ensure smooth field delivery of the activities.
  • Supervise the field team and ensure all targets are met according to project implementation plan.
  • Act as project point of contact in the city for all government authorities and other stakeholders. Actively participate in various government interactions as representative of the project.
  • Manage the timely preparation and submission of annual city work plans.
  • Identify and engage appropriate project stakeholders and community groups including minority communities i.e. dalit, ethnic minority, transgender/hijra and people with disabilities.
  • Provide with guidance on the planning of the co-creation workshop and other meetings/training programmes as per the action plan in order to maximize government and stakeholder engagement.
  • Assist in developing memorandums of understanding with government, private sector entities, and local institutions partnering with project.
  • Comply with project rules & regulations with local laws and donor for project management and operations.
  • Keep apprised and work closely with the project management team on complex and/or sensitive issues to troubleshoot these and identify the appropriate course of action.
  • Ensure effective communication mechanisms to ensure proper brand identification at the city level and increase visibility of project work and success stories at all levels.
  • Monitor progress against monitoring, evaluation, and learning targets; take corrective action where necessary to realize project commitments. Oversee collection of project monitoring data such as budgets, reports, datasets, and the like. Provide basic analytical support for city monitoring data.
  • Submit technical and financial reports (quarterly, semi-annual, annual and end-of-project) using the provided templates.
  • Attend project staff meetings on a regular basis to share and receive information across country teams.

Educational Requirements

  • Master’s Degree preferably in Urban and Regional/Rural Planning, Geography, Environment, Climate Science, Sociology, Public Health, Social Work, Economics, Administration, or any other relevant discipline from any recognised institute.

Experience Requirements

  • At least 7 year(s)

  • Ability to network and maintain relationships with Senior Government Officials, NGOs, and the stakeholders from Private Sector.
  • Excellent communication skill both in English and Bangla.

  • Leadership and people management; strategic thinking; decision making and problem solving.
  • Strong analytical skills, be gender sensitive, and possess a proven track record of working successfully in a variety of cultural contexts.
  • Awareness of political processes and protocols.
  • Community Mobilization and Participatory Mapping skill.
  • Skills to implement household and community-based rainwater harvesting system.
  • Market Analysis and Value Chain building skill.
  • Financial and Progress Report preparation skill.
  • Advocacy skill with local and national stakeholders
  • Demonstrated ability to successfully manage large scale and complex projects.
